JOB SUMMARY
The incumbent, under the direction of the Fort Smith Board of Directors, serves as the municipality's chief executive officer leading the City of Fort Smith's strategic vision, ensuring efficient operations, financial stability and strong community partnership in all areas of municipal government daily operations. The City Administrator is accountable for measurable outcomes to the Board of Directors (financial stewardship, progress on the consent decree, public satisfaction, etc.).

ESSENTIAL DUTIES/RESPONSIBILITIES
Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director.

• Execute the policies and directives established by the Board of Directors.
• Oversee the city budget, allocating funds to all departments, and ensuring financial stability.
• Ensure compliance with federal consent decree requirements and other long-term infrastructure obligations.
• Participate in the development and implementation of long-term strategic plans for the city, identifying key priorities and goals.
• Manage significant city projects, including infrastructure development, economic initiatives, and land use planning.
• Manage city departments ensuring effective and efficient operations and performance.
• Ensure adherence to all local, state, and federal laws and regulations.
• Provide advice, information, collaborative policy execution and transparent reporting to the Board of Directors on administrative matters.
• Manage emergencies and coordinate city operations during crisis situations.
• Attend meetings and study sessions of the Board of Directors as well as other boards, commissions, and committees as needed.
• Authorize purchase of supplies, materials, equipment and services for the city.
• Engage in the community by fostering communication with residents, community organizations, and stakeholders through proactive communication strategies (press/media relations, public transparency, digital engagement, etc.) to understand concerns and address issues, complaints and requests.
• Administer the application process to fill vacancies in any office, board, authority or commission to which the board's appointive power extends.
• Perform additional duties and exercise additional powers as may be lawfully delegated by the Board of Directors. 
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the city's policies and applicable laws. Directly supervises Executive Assistant, Part-Time Receptionist, Public Relations Manager, Mobility Coordinator, Grants and Government Relations Manager, Police Chief, Fire Chief, City Clerk, Chief Information Officer, Director of Human Resources, Chief Financial Officer, Director of Utilities, Deputy City Administrator-Operations, and Deputy City Administrator-Planning and Special Projects.

QUALIFICATION REQUIREMENTS

Minimum Qualifications
• Bachelor's degree in business administration, public administration, public policy or related field.
• Ten (10) years of increasingly responsible experience as a senior level government or private sector executive.
• Seven (7) years of previous experience managing employees.
• Must establish residency within the Fort Smith City limits within six months of employment and maintain a Fort Smith City residency throughout employment.
• Possess a valid driver's license.

Preferred Qualifications
• Master's degree in business administration, public administration, public policy or related field.
• Experience working with a Municipality and/or with Civil Service Departments.
• Experience working with Municipal Utilities Systems.

OTHER SKILLS AND ABILITIES
• Demonstrated success in management, budgeting and finance.
• Considerable knowledge in economic development and in the advancement of strategic visioning.
• Civic engagement within the City of Fort Smith with local community organizations, schools and civic groups.
• Demonstrated ability to manage large-scale infrastructure compliance programs and community trust-building initiatives.
• Strong record of fostering organizational culture, ethics and transparency in public administration.
• Experience in intergovernmental relations.
• Proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint, Excel, and Word.
• Excellent verbal and written communication skills as well as strong organizational and interpersonal skills.
• Independent problem solving and analytical ability necessary to create and implement action plans.
• Knowledge of modern office practices, procedures, and equipment.
• Considerable knowledge of and ability to apply the principles of personnel management.
• Skills in applying and explaining applicable laws, codes, regulations, policies, and procedures.
• Ability to demonstrate patience and temperance in handling difficult situations.
• Ability to relate to a wide variety of groups.

POSITION DESIGNATIONS
This position is designated as essential during inclement weather events. City services will be maintained during inclement weather, such as heavy snow or ice storms and all essential employees are expected to report to work due to the critical functions of the position. This position is able to work remotely.

This position does have the potential to drive as part of their regular job duties.

This position is designated as a safety/security sensitive position and is subject to random DOT drug and alcohol screenings and/or non-DOT drug and alcohol screenings (a safety/security sensitive position is one in which a momentary lapse in attention may result in injury or death of another person).

Highly repetitive type of work which requires concentration in the performance of tasks for consistent time cycles as prescribed by the task(s). While performing the duties of this job, the employee must frequently stand, walk, talk, hear, sit, use hands to handle objects, and reach with hands and arms. The incumbent may also stoop, kneel and crouch. Specific vision abilities required by this job include close, color and distance vision.

The employee is occasionally required to lift up to 25 pounds.

Up to 10% travel may be required for this position.
