Starting pay rate: $40.7704/hour
Part time OR Contract (approx. 1000 hours per year)
Location: Bloomington, IL
Must be available to work on-site, with some work from home flexibility available.

Position Overview:
McLean County Government is seeking an experienced Risk Manager to lead and administer a comprehensive, countywide risk management program. This position plays a vital role in protecting the County’s assets, personnel, and the public by identifying risks, designing mitigation strategies, overseeing claims management, and guiding insurance procurement. Under the executive direction of the County Administrator, the Risk Manager collaborates with county leadership and departments to implement practices that minimize liability and ensure compliance with state and federal safety standards.

Key Responsibilities:
Maintain and continuously improve the County’s Risk Management Plan, including long- and short-term objectives.
Identify and assess countywide risk exposures and develop mitigation strategies.
Represent the County in claim adjudication activities and negotiate/settle claims.
Monitor risk-related contracts with vendors and third parties.
Evaluate and report on the Risk Management Fund, claims reserves, and actuarial projections.
Coordinate and deliver risk-related training in collaboration with departments and leadership.
Design and bid insurance packages, analyze proposals, negotiate terms, and recommend selections to the County Board.
Provide quarterly financial reports to the County Treasurer.
Perform other related duties as assigned.

Minimum Qualifications:
Bachelor’s degree in business, public administration, or a related field.
At least 4–6 years of progressively responsible experience in governmental risk management or a closely related field.
Equivalent combinations of education, training, and experience may be considered.
Valid driver's license, safe driving record, and proof of insurability.
Professional designation such as Associate in Risk Management (ARM), Certification in Risk Management, or Chartered Property and Casualty Underwriter (CPCU) required.

Ideal Candidate Will Have:
Strong knowledge of risk management principles, insurance programs, and OSHA/ADA/DOT regulations.
Analytical skills to assess liability and financial risk.
Excellent written and verbal communication abilities.
Skill in collaborating with legal staff, vendors, and public officials.
Diplomacy and sound judgment in high-stakes negotiations and planning.

Work Environment & Physical Demands:
This is a primarily sedentary office-based position with some travel to county facilities. Occasional lifting (up to 10 lbs), reaching, and standing may be required. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
