ABOUT THIS POSITION

The Neighborhood Services Department (NSD) is a dynamic and fast paced environment with a broad range of neighborhood centered programs and services. NSD works with neighborhood stakeholders to build and enhance the infrastructure, cohesion, access, security, and appearance in Phoenix neighborhoods. NSD has approximately $46 million in its annual operating and Capital Improvement Project portfolio.

The Department Budget Supervisor position reports directly to the Deputy Neighborhood Services Director over NSD's Administrative Services Division. This key leadership position is responsible for leading a team of finance professionals engaged in various financial and budgetary activities. NSD seeks a highly skilled professional with experience in multi-source budgets, including General Funds, Community Development Block Grants (CDBG), and other federal, state, and local funding streams.

Responsibilities of the Department Budget Supervisor include and are not limited to:

• Lead the preparation, analysis, and management of the department's operating and capital budgets.
• Design and maintain expenditures and revenue forecasts across multiple funds and programs.
• Prepare and present budget reports, forecasts, and recommendations to program managers and executive leadership.
• Supervise a team of professional and technical staff in budget and finance functions.
• Ensure compliance with citywide financial policies and external funding requirements.
• Plan, organize and supervise professional fiscal staff performing activities in accounts payable, accounts receivable, grant accounting, work order charge accounting, purchasing and billing services.
• Respond accurately and timely to requests by the Finance, Budget and Research departments, City Auditor's Office and other state/federal regulatory agencies governing NSD's funds.
• Perform specialized analysis and studies related to budgeting and financial control functions.

SALARY

Hiring Range: $90,916 to $110,510 annually.
