Assistant City Manager

JOB SUMMARY:
Under general and executive direction of City Manager, performs highly responsible work directing and coordinating the City’s Growth Management, Public Works and Parks & Recreation Departments using professional, creative and innovative methodologies.
DUTIES & RESPONSIBILITIES:
• Directs, administers, and coordinates the activates and functions of departments under charge, including the planning, organizing, supervising and directing all assigned functional responsibilities.
• In coordination with Department Heads, assigns projects and programmatic areas of responsibility, reviews and evaluates work methods and meets with management staff to identify and resolve problems.
• Develops and shapes appropriate organizational structure to support current and future departmental objectives.
• Represents the City with developers, contractors, consultants and other stakeholders.
• Reviews and evaluates service delivery methods and systems including administrative and support systems and internal relationships.
• Responds to and resolves sensitive and complex community and organization inquires and disputes.
• Oversees and assists departments under charge with long range planning activities, department contracts and special projects.
• Applies for planning grants and administers all current grants as required.
• Participates in annual City budget with regard to planning and development operations.
• Attend various Volusia County and public agency meetings as staff liaison to ensure intergovernmental coordination with county and city development.
• Reviews and analyzes community infrastructure, including streets, parks and other development initiatives and recommends improvements.
• Oversees special community events, activities and meetings regarding Public Works relations with public matters and concerns.
• Presents to City Council as required.
• Oversees and manages contract services including scheduling, progression and completion of work and recording of activities.
• Review and evaluates operations in terms of needs and effectiveness; recommends changes where appropriate. Coordinates, as necessary, with other City departments.
• Carries out supervisory responsibilities in accordance with City policies and applicable laws; interviews and trains employees, plans, assigns and directs work of subordinate staff, and related employee development functions.
• Serves as primary point of contact for special projects, at the direction of the City Manager.
• Performs other related duties and functions as assigned.
