Finance Director

JOB SUMMARY: This position works under the general direction of the City Manager and is responsible for planning, organizing, and directing the financial operations for all City services. Work is performed with wide latitude for the exercise of independent judgment and is reviewed by the City Manager for results obtained.
MAJOR DUTIES:
• Plans, organizes, and directs the accounting, and budgeting divisions.
• Formulates and implements policy standards for the department.
• Develops, installs, and maintains accounting and budgetary systems which provide control of expenditures.
• Ensures compliance with all federal, state and local laws in regards to financial matters. Informs the City Manager of any irregularities or financial problems.
• Invests and monitors various funds and bonded indebtedness.
• Advises City Manager on matters concerning conditions of appropriations, extent of expenditures, and financial matters.
• Maintains accounts of all municipal financial transactions.
• Establishes and monitors cash flow system.
• Evaluates performance of personnel.
• Prepares departmental reports.
• Responsible for oversight and preparation of Comprehensive Annual Financial Report.
• Provides other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
• Bachelor’s degree in finance or a closely related field. CPA certification, MBA or MPA degree preferred.
• Minimum of 5 years professional experience in governmental accounting and financial management, including 2 years of supervisory experience.
• In-depth knowledge and skill in the understanding and use of the standards and principles used in the government finance area as defined by Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB).
• Knowledge of requirements necessary to prepare a Comprehensive Annual Financial Report.
• Knowledge and skill in the use of computer-based financial systems and MS Office software, including Word, Excel, Outlook, and Access. Prefer knowledge of Cogsdale and Microsoft GP software applications.
• Knowledge of related administrative and managerial processes.
• Knowledge in the areas of purchasing, and bond procedures.
• Skill in supervising, evaluating, and managing personnel in diverse divisional functions, including the ability to plan, assign, coordinate, and establish priorities.
• Skill in recommending improvements when procedures are not meeting objectives.
• Skill in oral and written communication.
• Skill and ability to oversee and advise on pension fund management and investment policy issues.
• Ability to plan, organize, and direct a comprehensive program of financial services.
• Ability to maintain complex financial records and prepare reports.
• Ability to establish and maintain effective working relationships
• Ability to exercise good judgment in evaluating situations and making decisions.
