Rock County, Wisconsin (pop. 164,060) is seeking applicants for the position of County Administrator. The incumbent County Administrator is resigning after 15 years with the County and 10 years as County Administrator. Rock County is located in South Central Wisconsin along the Illinois border. Janesville, Wisconsin (pop. 65,615) is the county seat. Janesville is located on the I39/90 corridor forty miles south of Madison, seventy-six miles west of Milwaukee and about two hours from Chicago.
Rock County operates under the Board/Administrator form of County government. The County has a 29-member Board of Supervisors. The County Administrator serves as Chief Administrative Officer and is responsible for appointing and supervising all non-elected department heads, preparing and recommending the annual budget and overseeing the general operations of the County. The proposed 2025 Budget totals $238.8 million. The County maintains a AA1 Moody’s bond rating. The County workforce includes 1,341 full time equivalent positions.
Minimum requirements for this position include graduation from an accredited college or university, preferably supplemented by an advanced degree in public administration, plus 3-5 years experience in managing a governmental organization, or an equivalent combination of training and experience. The chosen candidates will have a high level of integrity and intelligence, outstanding leadership and management skills and a strong professional presence. He or she must be a consensus builder, a good listener, innovative, and decisive. The County is looking for a manager who is results-oriented, has a strong fiscal background, and is able to keep all levels of the organization fully informed. Excellent oral and written communication skills are important, including the ability to communicate effectively with the County Board, department heads, employees, residents, and other constituencies.
Starting salary is $158,409.06. The salary for the position is negotiable, based on qualifications and experience and is competitive in the regional marketplace.
