This position will oversee, coordinate and provide professional and strategic advice and direction regarding operational activities for finance, budget, fleet management, and procurement. This person communicates with County Administrator, Council members, other elected and appointed officials, outside agencies, and the public to address citizen concerns, financial issues and concerns, solve problems and plan work for Council Finance Committee; attends various meetings to gather information, solicit feedback and/or explain and interpret plans, projects, policies, codes, rules, and procedures; and formulates and implements solutions to community needs, concerns and policy directives.

Manages and conducts varied special projects as requested by the County Administrator and County Council: prepares proposals; researches information; reports study findings and recommendations; reviews proposed legislation; and analyzes its impact on County operations and services.

Oversees the development and implementation of biennial operating and capital improvement budgets for areas of assignment and the County: coordinates submission of budget proposals by all County departments; assists with the budget recommendation and adoption processes; assists with preparing budget for presentation to Council; and monitors and tracks budget compliance.

Evaluates County operational and strategic growth for areas of assignment: examines organizational structure and functions to identify and facilitate shared resources or efficiencies; participates in strategic planning on behalf of the County Administrator in areas of assignment; facilitates directors' meetings on behalf of the County Administrator to share information or facilitate shared ideas and resources; examines budget for growth areas; recommends and implements standards, practices, policies, and procedures to streamline organizational functions; and plans for new and upgraded systems, vehicles, equipment, etc.

Candidates at a minimum should possess a Masters Degree in Public Administration, Business Administration or Finance required; supplemented by seven years of progressively responsible experience in local government operations in multiple areas of assignment, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge skills, and abilities for this job.

Salary and Benefits:
The hiring range for this position is from $132,272 to $218,249
