ESSENTIAL FUNCTIONS:

The Town of Yarmouth is searching for a motivated Finance Director to join their Finance Department!

Administrative, supervisory and technical work in the coordination and direction of all financial management and accounting operations of town government, under the direction of the Town Administrator; oversees the Finance Department including the Divisions of Accounting, Assessing, Collector/Treasurer, Clerks as well as payroll. All other related work as required.

Responsible for the complete and overall coordination and direction of all financial management and accounting operations of town government, under the direction of the Town Administrator.
Continually analyzes finance department operations to identify opportunities to streamline activities of the Finance Department and the financial processing of all municipal departments. Evaluates financial software applications and collaborates with IT Division in developing solutions to improve systems. Using Crystal Reports or similar software applications, creates new custom reports as needed so that Town Administration and other departments can extract actionable information from the Munis financial management system.

Coordinates the operation of the offices of Assessing, Collector/Treasurer, Clerks and Town Accountant. Directs, supervises, trains, and evaluates the Town Accountant, Director of Assessing, Town Collector/Treasurer, and Town Clerk. Supports Finance Division Heads with supervision and evaluation of their direct reports. Directs cash management of all Town funds. Develops short and long-range investment and borrowing strategies and cash flow planning.

Participates with Town Administration in the preparation of revenue estimates and forecasting of expenditures during the budget planning process. Prepares cost/benefit analyses, rate studies and other reports as needed by the Town Administrator and department heads to make informed decisions regarding purchasing, re-organizing and other operational decisions.

Provides the Town Administrator with periodic reports on the status of budget and annual revenue projections, with recommendations for corrective actions as necessary.

Keeps abreast of all laws and regulations concerning the offices of Assessing, Collections, Treasury and Town Accountant, Clerks and implements procedures to ensure compliance. Prepares and distributes a variety of recurrent and special reports, to comply with State and Federal program mandates.

Participates in cross departmental project teams as assigned.

Provides support to Town Administration in developing and evaluating collective bargaining proposals.

Oversees management of all financial records and keeps Town Administrator informed of the town’s financial status.

Carries out other responsibilities to assure compliance with municipal finance law as it pertains to the Finance Department.

Supports the goals of the Town Administrator and the Town of Yarmouth through creative problem solving, decision making, a commitment to customer service, and by taking initiative to improve the efficiency and effectiveness of the department. Provides instruction and mentoring to volunteers and subordinate employees. Provides advice and support to supervisors.

Performs similar or related work as required or as situation dictates.

Education:
Bachelor's degree in accounting, finance or related field;

Experience:
Ten years of progressively responsible experience in accounting or financial management; experience in municipal accounting preferred; or any equivalent combination of education and experience.
