Directs and coordinates the full range of building construction regulation responsibilities. Provides highly responsible and technical staff assistance to the City Manager, as well as other City officials, as appropriate. Performs specialized technical work in the enforcement of the Florida Building Code and related regulations and plans, with the responsibility for direct regulatory administration or supervision of plan review, enforcement, and inspection of building construction, erection, repair, addition, remodeling, demolition, and alteration projects that require permitting indicating compliance with building, plumbing, mechanical, electrical, gas, fire prevention, energy, accessibility and other construction codes as required by state law or municipal or county ordinance. Oversees and/or performs inspections of building construction, electrical, plumbing, or mechanical installations. Employees assigned to this classification have considerable public contact and must exercise discretion, tact, and diplomacy in explaining code requirements, answering questions, and resolving problems. Serves in a department head capacity, with considerable independent judgment, representing the City Manager, as needed. Work is performed under the general supervision of the City Manager and performance is reviewed through conferences, reports submitted, and results obtained.

Duties and Responsibilities
Receive and review building and development plans submitted to the Building Department office; review drawings to ensure conformance to building, electrical, plumbing, mechanical, energy, and handicap accessibility codes; review permits before issuing and/or inform parties of deficiencies in plans; assure contractors and others are aware of needs.
Monitor and analyze Federal and State legislation and regulations relating to economic, community development, and construction to determine impact and concerning regulatory requirements.
Monitor condition of City Hall, Commission Chamber, and Police/Fire Department buildings and provide recommendations for retrofitting and maintenance.
Calculate impact fees.
Complete monthly reports for the City Commission and various State and Federal agencies.
Conduct inspections for compliance with codes and regulations governing building construction, alteration, and repair; electrical, plumbing, and mechanical installations; and environmental protection.
Confer with contractors, engineers, property owners, and other interested parties to explain and interpret building codes and regulations.
Consult with contractors, developers, architects, property owners, and engineers regarding permit requests; coordinate needed corrections and changes.
Initiate actions to enforce City ordinances and building codes.
Issue notice of violations according to provisions of the Florida Building Codes.
Perform field inspections as required by the codes including footings, slabs plumbing, framing, electrical, and HVAC; inspect utility lines; inspect preliminary and final plats for completeness and accuracy to code specifications.
Review code standards and departmental regulation, recommending changes when needed; review construction, alteration, or repair; recommend changes and improvements.
Prepare and maintain necessary records and reports.
Attend meetings and conferences concerned with code enforcement as needed
Respond to technical questions at City Commission meetings or public workshops.
Respond to all customer requests efficiently and expeditiously as received by telephone, mail, or personally from citizens, elected officials, agencies, City employees, and/or clients.
Perform other related duties as required.
Education and Experience
Education and Experience: Certified as a Building Code Official by the International Code Council (ICC). Bachelor’s Degree in urban planning, public administration or business administration or a related field and at least five (5) years of experience in municipal building, planning and community development including three (3) years of administrative and supervisory experience; or an equivalent combination of education, training and experience.
Licenses, Certifications and Other Requirements: Licensed as a Building Code Administrator by the State of Florida (Or able to obtain a Provisional Building Code Administrator License within 90 days and the Standard Building Code Administrator within two years). International Code Council Building Code Administrators certification required. Additional certification from American Institute of Certified Planners (AICP) and Association of State Floodplain Managers (CFM) desirable. Valid Florida Driver’s License and a satisfactory Motor Vehicle Record (MVR). Must be a non-smoker and certify that tobacco products have not been used in past year. Must pass a pre-employment physical to include drug test.
Knowledge, Skills, and Abilities: Considerable knowledge of the materials, methods, and practices used in building construction, electrical, plumbing, or mechanical installation. Considerable knowledge of possible defects and flaws in building construction, electrical, plumbing, or mechanical installation, and of effective correction measures. Considerable knowledge of the codes and regulations governing building construction, floodplain management, electrical, plumbing, or mechanical installations, alterations, and repair, and environmental protection. Considerable knowledge of principles and practices if urban planning, state planning, subdivision law, growth management and economic development. Ability to read and interpret construction plans, specifications, and blueprints, and ability to recognize deviations from such plans in the construction process. Ability to explain, interpret, and enforce codes and regulations firmly, tactfully, and impartially. Ability to serve the public and fellow employees with honesty and integrity in full accordance with the letter and spirit of the City of Atlantic Beach.
