Read Peggy's Bio

Peggy Merriss has a passion for furthering local government excellence and innovation through service, teaching, and being a mentor and advisor. For 35 years she served the City of Decatur, GA including over 25 years as the City Manager and since retiring she has served as the Interim City Manager for Sandy Springs, GA and the Acting City Administrator for Pine Lake GA. Currently she serves as the Executive Director for the Georgia City-County Management Association and on the faculty of the Athenian Program and the Women in the Civic Arena. 

Peggy completed a MPA from the University of North Carolina at Chapel Hill, where she was recognized with the “Distinguished Service Award” in January 2019. She earned a Bachelor of Arts degree in Politics from Converse College, Spartanburg, SC, where she was recognized with the “Career Achievement Award” in April 2012. In 2022, Peggy was elected as a National Academy of Public Administration Fellow. She was inducted into the Georgia Municipal Association Hall of Fame in 2018. She has also completed the SEI program at the UVA and received her ICMA Credential Manager designation in 2003. She previously served as the President of ICMA, having completed a term as President in 2002-03, the first woman, and youngest person, to ever hold the office.

 At the end of 2020, she completed ten-years of service on the ICMA-RC Board of Directors (now MissionSquare), serving as the first woman chair. The Georgia City/County Management Association recognized her with the Pillar of Professional Excellence Award, and she was awarded the “Georgia Excellence in Public Service Award” for a city appointed official. An avid traveler, she recently visited her seventh continent with a trip to Antarctica. She looks forward to completing her goal of visiting all 50 US states and all 10 Canadian provinces.

Diane Foster is Aspen’s Deputy City Manager. Before moving to Aspen, Diane was City Manager for Park City, Utah for seven years. Diane’s spent 22 years in the private sector, mostly in tech, in the US & Europe, including eight years in the ski industry. Diane has served on several non-profit boards and just concluded a year as President of the Rotary Club of Aspen. Diane holds a BA from Bates College, MBA from the UK’s University of Cambridge and an MPA at the University of Utah. For fun, Diane plays the guitar/sings, snowboards and loves to go camping. Diane and her husband Hutch live with their retired avalanche dog, Calamity, in their all-electric net zero home. Hutch is the Assistant Ski Patrol Director at Buttermilk Resort.

David Jordan brings over 30 years of experience serving in numerous capacities at the federal, state, and local levels of government. David enlisted in the U.S. Air Force in December of 1989. His career spanned 25 years of service in military law enforcement. He is a decorated combat veteran, having served tours in Bosnia, Iraq and Southeast Asia. He completed numerous assignments across the globe.  

David has been the director of Installation Security, Force Protection, and Information Security programs and was instrumental in ensuring the safety of the United States nuclear enterprise. Jordan's career culminating at the Police Services Division at the Air Force Headquarters Security Forces Center. Lackland Air Force Base in San Antonio, Texas. He was responsible for Police Services, monitoring Air Force critical incidents and providing direction and feedback for correction or recognition for Air Force best practices. David received policy guidance from the Air Force director of Security Forces in Washington D.C. and authored Air Force law and order directives. David was responsible for providing force protection guidance, policies, and procedures to more than 37,000 security forces members worldwide. 

His proud history of serving local civic and non-profit communities includes serving as Mayor ProTem/city council member in Leon Valley Texas from May 2015- May 2019.  In March of 2016, he was recognized as the Elected Public Official of the Year from the National Association of Social Workers Alamo Region. Prior to being elected into office Jordan proudly served as a Commissioner of the Leon Valley Economic Development Corporation, Planning and Zoning Commissioner, Chairman of the Ethics Review Board, Board of Directors of the Crime Control District, Police Citizens Advisory Committee liaison and a member of the Clergy Community Advisory Group, (CCAG).  David hold a BS in Social Psychology and is currently an MPA Candidate (2026).
