In 2021, Congress brought back the practice of including Community Project Funding/Congressionally Directed Spending (often referred to as “earmarks”) in federal appropriations bills. This funding mechanism provides an opportunity for local governments to secure billions of dollars in funding via their congressional delegation, since nearly half of all Community Project Funding has been provided to governments for projects in areas wastewater and drinking water, road and transportation, flood mitigation, community facilities, emergency services and police services facilities, and more.
Requests for FY 2025 Community Project Funding (CPF) will likely be due to Congressional offices in mid-March 2024.
