This 2009 Homeland Security document is an application kit for non-profit organizations seeking funds for assistance in the aftermath of a potential terrorist attack. Any non-profit organization applying for  grants must fall under the eligibility requirements listed (such as residing in an area that is at high risk for terrorism) in the document as well as outline and define the specific role that organization plans to have in response to a terrorist attack. Since the creation of the grant intiative in 2008, the agency has awarded funds to around 230 non-profits a year nationwide.
