The City of Santa Rosa developed the Citizens Organized to Prepare for Emergencies (COPE) groups to help residents better prepare for wildfires and earthquakes. These COPE groups encourage members to get CPR and first aid training. COPE also stresses that group members conduct a census of residents and neighbors who due to health reasons may have difficulties responding to natural disasters.
