This paper details a strategy for handling the immensely diverse needs of communities in the process of post-disaster reconstruction.  The strategy is applicable for different disasters.  The paper also features specialized information on federal programs for disaster relief and funding reconstruction.  Some information is specifically targeted for reconstruction after flooding.
