This article summarizes a survey by the ICMA Council-Manager Task Force that evaluates changes in the budgetary and administrative roles played by local government managers. Presents and analyzes results from the survey regarding the manager’s role in administering the local government, preparing and coordinating the budget, and appointing department heads and other officials.
