This article examines the experience of Little Rock, Arkansas in implementing a Neighborhood Alert System to increase the provision of vital local government services in deteriorating sections of the city. The program places a hub of city service organizations in a community center operated through a partnership between three city departments. The article summarizes the success of the program in improving service provision and the innovative total quality management system that has been employed to measure the performance of the alert system in improving neighborhood quality of life through cooperation with other city departments, residents, businesses, and non-profit groups.
