Responsible for 19,000 housing units within the Borough, Bolton formed a non-profit called Bolton at Home to manage the properties and provide services to the tenants. The borough and non-profit developed a service agreement that required tenants to be more involved in determining the performance of Bolton at Home in managing the properties. This agreement led Bolton at Home to empower fifty residents from various housing units to become Green Inspectors. As such, the tenants received training on the performance indicators and how to asses them. The observations and results produced by these tenants are now incorporated into the performance report submitted by the non-profit to the council for compliance with the service agreement. The program has resulted in a better understand of customer concerns by Bolton at home as well as increased satisfaction ratings by tenants.
