In the wake of Hurricane Katrina, many states began exploring ideas for better emergency coordination policies in the wake of natural or man-made disasters. California Governor Arnold Schwarzenegger responded by supporting and signing a state law authorizing the state to expand private sector participation in emergency management efforts. The attached document is a brief, two-page pamphlet for public consumption explaining the reasoning behind these initiatives and outlining the types of resources that can be shared without compromising state control over disasters efforts.
