In Fiscal Year 2011, the City of San Antonio hired approximately 2,300 employees, taking two to nine months to fill each position at a cost of $1,000 to $3,000 in staff time. In March 2012, the Innovation Group from the Office of Management and Budget began to research streamlining the recruiting process, and borrow from a book by Ken Miller titled Extreme Government Makeover: Increasing Our Capacity to Do More Good. By applying the book protocols, the city can identify and hire the best candidates 75% faster at half the fromer cost.
