Fairfax County hoped to increase the efficiency of its code enforcement through the creation of a Department of Code Compliance.  The goal was to increase responsiveness to code compliance issues as well as new zoning codes and laws.  Unified training could be provided to the entire department, facilitating cross-training for personnel experienced in specific areas.  

The Department was created from staff responsible for zoning laws in the Fire Department, Police and Sherrif departments, Health Department, and others.  Cross-training has made most staff effective in many different fields, and the Department has been able to streamline the code enforcement process by creating a one stop-call location for residents and expanding education opportunities for citizens.
