Two ICMA members volunteer to count ballots in the upcoming election. A member of Congress has passed away and a ballot error make the upcoming task arduous to say the least. The members find that ballots must be counted by one designated Democrat and one designated Republican. Is it appropriate for ICMA members to declare a party affiliation to count ballots and/or vote?
