This article focuses on the council-manager form of government from the perspective of elected officials’ expectations. It describes the changing role of the professional administrator as well as addresses council-administrator relationships. It centers on council expectations and how these expectations have changed over the years, council-manager relationships, and what administrators need to do to strengthen them.
