This article presents an overview of the electric utility industry deregulation process undertaken by Montgomery County, Maryland, concluding in July 2000. Discusses the creation and operations of a task force to oversee the process, the procurement and invitation to bid process, and its cost and staffing demands. The article also focuses on pricing methodology, as well as billing and environmental issues, and concludes with a review of the successful completion of the process.
