This article discusses how a Canadian town helps its councilmembers work together after an election, taking advantage of the enthusiasm and ambition to jump-start the new council's work. Describes a three-step process to establish focus on service-delivery priorities and results, along with their fiscal implications: 1) situational analysis, 2) strategic directions, and 3)council review.
