This is the 2010 nomination of Richardson, Texas' Home Improvement Incentive Program (HIIP) for the Community Sustainability Award. City Manager Bill Keffler and Assistant City Manager David Morgan are credited with creating HIIP, a program that provides economic incentives to homeowners to reinvest in their own property instead of selling and/or moving to a newer home in a different city. Results of HIIP have included the value of improvements reaching over $18.1 million and giving more than $200,000 in incentives to participants.
