This is the 2010 nomination of Richardson, Texas' Volunteers in Police Services (VIPS) Program for the Community Partnership Award. City Manager Bill Keffler, Deputy City Manager Dan Johnson, and Assistant City Manager Michelle Thames are credited with aiding in the development of this program to address the shrinking police force due to the poor economic climate. Currently, the VIPS play an important role in helping maintain a high quality of life for residents. Moreover, in 2009 there were over 80 volunteers who performed 16,000 hours of service, adding $130,526 in value to the city.
