This is the 2010 nomination of Thornton, Colorado's iwatch Speed Awareness Neighborhood Program for the Community Partnership Award. City Manager Jack Ethredge, Police Chief Jim Nursey, and Deputy City Manager Bud Elliot are credited with aiding in the development of this program which combines police engagement, education, engineering, and enforcement efforts, and partnering with neighborhood residents so that the city has a more effective impact on counteracting speeding. In order for neighborhoods to become an iwatch neighborhood, 50 percent of homes in the neighborhood are required to take the iwatch pledge. In addition, since city officials had noticed a substantial amount of speeding in the neighborhoods surrounding the local high school, they developed a pilot program in Horizon High School to educate students on the dangers of speeding. Thus far, there has been a nine percent reduction in speed and 17 percent reduction in volume.
