This is the narrative for Dr. Marvin Hoffman, the director of the MPA program at Appalachian State University, and a 12-year practicioner of local governance.  Dr. Hoffman is the winner of the 2010 ICMA Award for Academics in Memory of Stephen B. Sweeny.
