ICMA's Program Excellence Award for Programs for the Disadvantaged, established in memory of Carolyn Keane, recognizes a local government that has enhanced the quality of life for the disadvantaged, including homeless citizens and people with AIDS. In 2002, ICMA presented one of two awards in the 50,000-and-under population category to Tarpon Springs, Florida, and City Manager Ellen S. Posivach for the Gro Group Project. Gro Group, a cooperative effort among the city, county school district, and the Florida Native Plant Society, works to provide developmentally disabled adults with vocational and social interaction skills.
