After serving 20 years in the U.S. Navy, retiring as a chief petty officer, Richard Hoon (RH) switched gears and found a career in local government. Currently the city manager of Marceline, Missouri, Richard uses his communication experience and leadership/management skills to enhance the lives of those he has the pleasure of serving. 

Q: After serving in the military, what interested you in a career in local government?

RH:  I saw many similarities between the military and local government and felt the transition would be seamless – which it was.  Teamwork, discipline (albeit not as extreme), chain of command, and communication are attributes that both entities share.

Q: What skills/knowledge/background from your military career have you been able to apply to your local government career?

RH:  My communications skills are applied and well accepted.  In addition, I have successfully applied my ability to strategically plan projects and ideas during the course of my service in local government. My background in communicating with, and hosting dignitaries from various governments and countries, helps me immensely when meeting with politicians at the local, state, and federal levels.

Q: Do you have any tips/advice for active duty personnel or veterans who are interested in a career in local government?

RH:  Make every opportunity to take advantage of educational opportunities while still on active duty. Also, pay attention to the actions of superiors – learn what works in leadership…and what doesn’t work as well.

Q: With veterans returning home to a weak and challenging labor market, have you implemented any veteran’s programs in your community, such as employment, health, housing, education, and the transition to civilian life?

RH:  As we are a small community with a population of approximately 2,233, many of the veterans who return to our area have family and ample job opportunities. We are currently working with the state of Missouri and the federal government to establish a VA facility in Marceline – offering up a large empty hospital facility that was recently donated to the city.

Q: Are there any educational/professional development programs that you would recommend to veterans who are transitioning from a career in the military to a career in local government?

RH:  All I can recommend is be involved in ICMA and take advantage of any programs that are offered.
