With close to 1,500 local governments responding, the results of a survey conducted by ICMA and strategic partner Cigna Healthcare show that despite the financial challenges of providing health insurance benefits to employees, some local governments have taken steps to reduce the cost of premiums by offering incentives to employees who stop smoking, making weight loss programs available, and providing disease management programs, thus reducing hospitalizations. One local government held a successful “biggest loser” contest among employees.

Retiree health benefits, steps to reduce the cost of premiums, and incentive programs are covered in the survey, as well as the use of on-site clinics. Several local governments reported significant cost savings and reduced absenteeism after establishing on-site health clinics for employees.

The survey found that obesity, stress management, and fitness are the top three employee health concerns among local governments. Each of these issues can contribute to serious health problems, such as heart disease, high blood pressure, and diabetes.
