Gregory Doyon, city manager, Great Falls, Montana, has been selected by ICMA, the International City/County Management Association, as the 2014 recipient of The Ferguson Group scholarship to the Harvard Kennedy School (HKS) Senior Executives in State & Local Government Program.  Doyon will attend the program in June.

The HKS program provides a unique opportunity to challenge conventional thinking, thought processes, and the values that drive leadership decisions. It’s an opportunity for senior-level city and county managers and assistants to experience personal and professional renewal.

This is the fourth consecutive year in which The Ferguson Group, which represents public and private interests across the country before Congress and federal agencies, has committed to funding the full cost of tuition for an ICMA member to attend the HKS Program.

Doyon’s public sector career includes service as a city planner, police officer, emergency medical technician, and recreation director. In 1995, he became planning director in Sandpoint, Idaho.  After serving as planning director for a private firm in Tennessee from 1997 to 1998, Doyon accepted the position of town administrator of Wakefield, New Hampshire, a position he held until 2003. From 2003 to 2008, Doyon served as city manager of Franklin, New Hampshire, and in 2008 he was named to his present position as city manager of Great Falls, Montana.

Doyon has been a member of ICMA since 1999. He received an ICMA Service award in 2007 in recognition of his 10 years of service to local government. He also earned designation in 2004 as an ICMA Credentialed Manager through the organization’s Voluntary Credentialing Program, which recognizes members who are qualified by a combination of education and experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development.

Doyon earned a Bachelor of Arts degree in Communication from the University of Southern Maine and a Master of Public Administration from the University of Idaho in 1995. He represents Great Falls on the Montana Defense Alliance and is a member of the board of the Montana Municipal Interlocal Authority. He is also a graduate of the Leadership Great Falls Class of 2009.

An independent review panel comprised of ICMA members who have participated in the Harvard program chose Doyon from among a candidate pool of 28 applicants. Questions regarding The Ferguson Group scholarship should be directed to Felicia Littky at flittky@icma.org or 202-962-3656.
