Creativity begins with a dissatisfaction of the status quo and a desire to be better than you are today.  It requires the organization to find untapped sources of ideas that will push you forward.  This includes looking for ideas wherever they are; colleagues, other local governments, the private sector, professional associations, etc.  Learning and adapting from others success and challenges is beneficial. Creativity also includes working on a series of issues at the same time and linking those issues to create solutions on multiple fronts.  Local government often has a low tolerance for risk taking.  Creativity calls us to allow room for failure and recognize those failures as well as successes.  Those organizations who demonstrate creativity are constantly changing, revising and looking for new and interesting ways to generate ideas.  This can come as breakthrough or incremental changes over a period of time.
