When 311 systems started coming online in the mid-1990's, their function was largely to answer questions and submit service requests on behalf of residents. 

In May 2014, in conjunction with the first ICMA International Regional Summit, the ICMA China Center offered educational and cultural study tours with alternative itineraries. This information will be updated if study tours are offered again in the future.

The Court is still likely to pick about 30 more cases to decide during its October 2013 term. Some of these cases will impact cities and counties.
