Mike Huggins (ICMA-CM) is a former city manager with over 30 years of executive experience in local government management and community planning.

A principal with Public Collaboration Associates, Huggins works with public leaders and local communities to strengthen the public engagement skills of everyday people to collaborate and do extraordinary and meaningful public work. Huggins was one of two invited U.S. participants at the 2007 International Champions of Participation Workshop in London. He serves on the board of directors of Clear Vision Eau Claire, a 501(c)3 citizen leadership and public engagement organization he helped found in 2007. He also teaches an undergraduate honors course, “Doing Democracy: Building Civic Agency in Local Communities.”

Huggins holds an M.A. in public administration and an M.A. in urban planning from the University of Kansas.
