For membership classification, ICMA includes as local governments the following organization types:

• Counties and parishes
• Municipalities, including cities, boroughs (except in Alaska), villages, or towns (except in Minnesota, New York, New England, and Wisconsin)
• Townships
• Consolidated governments, including city-county consolidations and consolidated cities
• Special districts, including school districts, that are chartered and operate at the local level
• Regional Councils of Government
• State Leagues of Government: ICMA considers state leagues of government as local governments for purposes of counting years of service to local government. State leagues staff have the option to join as in-service members or not-in-service members.
