Under the supervision of the Village Manager, this position is directly involved with the general administrative and operational functions within a Village, working closely with the Village Manager to handle administrative functions and Village affairs as assigned. Examples of Work Responsibilities:
• Supports the Village Manager in the planning, administration, and monitoring of Village programs, services and key projects involving internal and external stakeholders;
• Coordinates and prepares legislative agendas with all departments by drafting resolutions, reports, memorandums and local laws for official review and action by the Board of Trustees, and follows up with Board directives for items;
• Provides administrative support to Department Heads as assigned;
• Coordinates and analyzes information from Department Heads to make appropriate recommendations;
• Develops and prepares reports, policies, grant proposals, applications, requests for proposal, contracts, proclamations, promulgations, and other related materials;
• Disseminates information to the public via email notifications, preparation of press releases, and updates and revisions to the Village website;
• Assists with budgeting, procurement, and financial reporting processes;
• Attends and provides support to meetings, work sessions, and working groups of the Village Board;
• Provides Village Manager with oral and written information as requested, including performance metrics, special programs, financial and budgetary reports, to monitor and guide day-to-day operations, as well as educate and inform elected officials and members of the Scarsdale community of key trends in organizational performance;
• Represents the Village Manager in dealings with committees and task forces, consultants and the general public.
Desired knowledge and skills:
• Thorough knowledge of principles, practices and organization of municipal government administration;
• Knowledge of principles of public administration;
• Knowledge of the concepts and techniques of municipal operational planning;
• Knowledge of research methods and fundamentals of statistics;
• Ability to manage multiple priorities and work independently and collaboratively;
• Ability to interpret and make clear and concise analyses of facts, figures, and processes;
• Ability to prepare and present oral and written reports;
• Ability to meet and deal with the public effectively;
• Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail, content management systems, and database software;
• Strong written and verbal communication skills;
• Demonstrated commitment to public service and ethical governance.
Minimum Acceptable Training and Experience:
Bachelor’s Degree and either (a) five years of experience in a local, state, or federal government agency, or (b) a Master's Degree in Public Administration or related field and three years of experience in a local, state, or federal government agency.
Salary Range:
$70,000 to $120,000; commensurate with experience, plus a comprehensive benefit package including health, dental, vision and life insurance.
