The Chief Financial Officer (CFO) serves as the City’s principal financial strategist and senior financial administrator. Reporting to the City Administrator, the CFO is responsible for sustaining the City’s financial integrity while supporting efficient, transparent, and legally compliant municipal operations.
The CFO serves as a trusted adviser to the City Administrator, Mayor, and City Council on financial planning, budgeting, forecasting, debt management, investments, capital planning, and public financing tools, including Tax Increment Financing (TIF). The CFO is expected to think long term, understand the full scope of municipal finance, and provide reliable forecasting of revenues and expenditures to support strategic decision-making.
In accordance with applicable South Dakota law, City ordinance, and assigned administrative responsibilities, the CFO also oversees or coordinates official financial recordkeeping, records retention, agenda preparation and posting, meeting packet support, payroll and benefits administration, and assigned human resources functions.
This position requires strong business acumen, political awareness, sound judgment, attention to detail, and the ability to connect day-to-day operations with the City’s long-range goals.
