OMNI is honored to be retained by Jackson County, Missouri in the recruitment of their next Director of Human Resources. This role is responsible for the delivery of personnel services including recruitment, testing, orientation, training, benefits administration, safety, associate relations, personnel records maintenance, classification and compensation recommendations, salaries, and merit system staff administration.
Jackson County serves as a vital hub in the Kansas City metropolitan area, providing essential public services to approximately 654,000 residents across 18 cities. The County is committed to transparency, fiscal responsibility, and responsive service delivery, creating an opportunity for the Director of Human Resources to align workforce strategies with an organization focused on best practices.
Reporting to the Assistant County Administrator – Internal Services, the Director leads HR operations for approximately 1,555 employees across 28 departments, overseeing a team of 14 staff and a budget exceeding $740,000. This role ensures compliance with all employment laws while advising the County Executive and department leaders on workforce planning, policy development, and complex personnel matters, including labor relations and union negotiations.
The Director will drive the delivery of modern and effective HR programs, evaluate organizational needs, and implement process improvements that enhance service quality and operational efficiency. Responsibilities include overseeing employee relations, benefits administration, onboarding, training, and policy development, as well as serving as Secretary to the Merit System Commission and liaising with County boards and leadership.
The ideal candidate is a collaborative and forward-thinking leader with significant public sector HR experience, strong knowledge of employment laws and labor relations, and a proven ability to lead high-performing teams.
Qualified candidates will have a bachelor’s degree and 8-10+ years of progressive HR leadership experience. Strong analytical, communication, political astuteness, and team leadership skills are essential.
