The Town of Yarmouth, Maine is a remarkably picturesque coastal community (13.35 square miles) with a strong sense of place and an exciting future ahead. Located along Casco Bay, just 12 miles north of Portland, Yarmouth offers convenient access to Route 1 and Interstate 295 while maintaining the charm and character of a close-knit New England town. With a prescriptive form-based code guiding development, the Town is thoughtfully shaping key areas like the Route 1 corridor, village center, and surrounding mixed-use neighborhoods to support smart, sustainable growth.

The Town Manager will work collaboratively with a seven-member Town Council who are each elected for a three-year staggered term. The Town Manager will oversee a close-knit and dynamic team of department heads, with approximately 85 full-time employees and many part-time, seasonal and per-diem employees. Together, employees work to implement strategies which directly influence the town’s growth, development and success.
Yarmouth’s FY27 general budget, including the Yarmouth School Department and development fund allocations, is $65 million. An annual Town Meeting is required for budget approval and issuance of new debt. Known for its commitment to maintaining high standards in governance, fiscal management and community services, Yarmouth boasts an Aa2 bond rating from Moody’s (2020) and an AA+ rating from S&P (2020).
The Yarmouth Town Council seeks exceptional candidates with the following proven skillset:
• A demonstrated and dynamic leader who is forward-thinking, fair-minded, transparent, thinks outside the box, plans for the long term and can lead the community;
• An effective and experienced manager from an environment of similar complexity with proven organizational and professional skills;
• An individual who has strong skills in finance and capital planning, human resources, employee relations and unions, planning and community and economic development;
• The ability to work positively and effectively with staff and promote positive morale and team building in the organization;
• Able to listen, engage, understand and sustain relationships with all stakeholders including residents, regional governance organizations, state and federal agencies and private organizations;
• Articulates clearly achievable goals to staff, provides tools and resources to achieve the goals and expects accountability;
• An understanding of the issues of sustainability, climate change and affordable housing and the ability to assist the community to work though issues and develop solutions;
• An ability to work with fairness and equity;
• A person of unquestionable ethics and integrity, committed to the standards for municipal management professionals specified by the International City/County Management Association (ICMA) and the Maine Town, City and County Management Association (MTCMA);
• Strong written, verbal and public presentation skills and ability to promote the Town in a variety of communications;
• Proven ability to communicate creatively, fully and openly within all areas of the Town of Yarmouth (I.E. community, employees, Town Council, Town Associations) via use of a variety of formats;
• Willing to engage and become part of the fabric of the community. Residency in Yarmouth is preferred, but not mandatory.
The Town Council is seeking candidates with a minimum of five (5) years of demonstrated municipal executive management experience or similar related private business experience.
Applicants will possess a bachelor’s degree in public or business administration or a closely related field. Salary range is $145,000 to $165,000, to be determined based on experience and qualifications.
