Cheltenham Township (population 37,452), Montgomery County, PA seeks a dynamic, skilled, and experienced leader to serve as the Manager of this Home Rule Charter, First Class Township. The Township is governed by a seven-member ward-based Board of Commissioners. The Manager has authority to direct and supervise all day-to-day operations of the government and serves as the central point of contact among the Board, staff, and the community. The Manager administers an annual budget of approximately $68 million (including a General Fund budget of $48.1 million and a Capital budget of approximately $19.4 million) with 9 departments and approximately 300 FT/PT employees. Candidates should have: (1) a minimum of five to seven years of progressive management experience in local government, including direct experience in a senior management or chief administrative officer role in a municipality of comparable size and complexity; (2) a Bachelor's and Master's Degree in Public Administration, Business Administration, or a related field preferred; equivalent professional experience may be considered; (3) demonstrated experience negotiating collective bargaining agreements in Pennsylvania, including direct knowledge and experience with both Act 111 police arbitration and Act 195 negotiations — three CBAs expire simultaneously upon the new manager's arrival; (4) demonstrated experience managing large-scale capital projects and facilities initiatives; (5) strong financial and budget administration skills commensurate with a $68 million all-funds budget; (6) exceptional communication and community engagement skills; (7) demonstrated commitment to workforce development and organizational development; (8) strategic planning experience; (9) knowledge of modern local government management principles and technology; and (10) familiarity with Home Rule Charter governance preferred. Salary range: $205,000–$265,000; actual salary commensurate with qualifications and experience. Residency within Cheltenham Township required within six months of appointment per Home Rule Charter; relocation assistance may be available.
