EXECUTIVE LEADERSHIP OPPORTUNITY
The City of Newton Falls, Ohio, is seeking an experienced, ethical, and forward-thinking executive to serve as its next City Manager.

The City has recently initiated the development of a comprehensive plan intended to guide future land use decisions, infrastructure improvements, and long-term development priorities. The City Manager will play an important role in helping translate that planning framework into practical administrative leadership and coordinated action. In addition to managing day-to-day municipal operations, the successful candidate will be expected to bring a balanced perspective that considers both immediate operational needs and the mid-term and long-term direction of the community.
The Village is therefore seeking a City Manager who recognizes opportunity when it exists and who possesses the experience, judgment, and professionalism required to execute responsibly.
POSITION DESCRIPTION
Nature of Work
The City Manager is a full-time salaried position appointed by and serving under the direction of the Newton Falls City Council pursuant to the Charter of the City of Newton Falls, Ohio.
The City Manager serves as the municipality’s Chief Administrative Officer and is responsible for the professional administration, coordination, supervision, and management of all municipal operations.
The Manager provides executive leadership across municipal departments and ensures the effective implementation of policies adopted by Council. This includes the oversight of departmental leadership, enforcement of municipal ordinances and contractual obligations, management of municipal personnel, and the preparation of the annual operating budget in coordination with the Finance Director.
In addition to operational responsibilities, the City Manager serves as a principal advisor to Council on matters affecting the City’s current condition and long-term direction. The Manager is expected to maintain open communication with elected officials, provide clear and well-reasoned recommendations, and support informed decision-making.
While the City Manager must ensure the effective day-to-day administration of municipal services, the position also carries broader leadership responsibilities. The successful candidate will approach the role not simply as an operational administrator, but as a professional executive capable of strengthening organizational performance, improving processes, and guiding the community toward responsible long-term progress.
The ideal candidate will not simply maintain operations, but will elevate them.

MINIMUM REQUIRED SKILLS, KNOWLEDGE, EXPERIENCE & ABILITIES
Applicants must possess the professional qualifications necessary to effectively lead and manage a municipal organization.
Minimum qualifications include:
• A bachelor’s degree in business administration, public administration, accounting, engineering, law, urban studies, geography, or a closely related field from an accredited university; and a minimum of three (3) years of experience in a municipal department head-level management position; or any equivalent combination of education and experience.
• Outstanding personal integrity.
• Excellent communication, analytical, financial, management, and supervisory skills.
• Ability to understand complex verbal and written assignments.
• Ability to plan, organize, prioritize, supervise, and complete multiple assignments within established deadlines.
• Ability to work effectively with elected officials, department heads, municipal staff, and members of the public.
• Ability to perform effectively under pressure and manage competing responsibilities.
• Courteous, professional, and respectful conduct in all public interactions.
• Demonstrated ability to motivate personnel, provide leadership, and maintain accountability within an organization.
COMPENSATION & BENEFITS
A competitive salary will be negotiated based on the selected candidate’s qualifications and experience. The anticipated salary range for the position is $85,000 to $115,000, depending on experience level and professional qualifications. Final compensation will be determined through negotiation with the selected candidate.
