The Opportunity

The City of Greeley, Colorado (pop. 114,000) invites applications for the position of City Manager. Reporting to the City Council, the City Manager serves as the City’s chief administrative officer and provides strategic, operational, and organizational leadership during a period of rapid growth, significant opportunity, and high community expectations.

Greeley is a home-rule municipality operating under a council-manager form of government. The City Council consists of a Mayor and six Council Members. The City Manager oversees approximately 1,200 full-time and 650 seasonal employees and administers a 2026 General Fund budget of approximately $170 million, supported by voter-approved local sales tax. The organization is guided by a Council-adopted strategic plan focused on operational excellence, fiscal stewardship, and long-term community value.

The City of Greeley seeks an accomplished municipal executive with demonstrated success in a council-manager environment and experience leading complex, multi-department organizations. The ideal candidate will bring:

Key priorities for the next City Manager include strengthening organizational excellence, delivering major infrastructure and redevelopment initiatives, sustaining financial resilience, deepening community and regional partnerships, guiding thoughtful growth and economic opportunity, and clearly measuring and communicating progress to residents, staff, and elected officials.

Minimum Qualifications:
• Bachelor’s degree in public administration, business, or a related field
• Ten (10) years of increasing responsibility in the management of a government or public-sector organization, or in an organization that works closely with municipal, county, state, or federal programs/offices.
Preferred Qualifications:
• Master's degree in business, public administration, or a related field.
• Fifteen (15) or more years of relevant increasing responsibility experience including experience leading at division level or above (multiple departments).
• Prior experience in an executive level role within municipal government.
• Experience leading a city or county in Colorado and familiarity with Colorado's Taxpayer Bill of Rights (TABOR) laws.
OR
• Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Compensation and Benefits
The targeted hiring range is $270,000 - $350,000 DOQ/E. The City of Greeley provides a comprehensive benefits package that includes health benefits, pension, paid time off and holidays. There is no residency requirement at the time of hire; however, during their tenure, the City Manager shall reside within the city within six months of appointment. Relocation assistance is negotiable.
