Job Summary
The County Administrator serves as the Chief Administrative Officer of Penobscot County under the general direction of the Board of County Commissioners. This position provides executive leadership, policy implementation, and strategic oversight of county operations through collaboration with elected officials and department heads. The Administrator ensures that the policies, goals, and directives of the Board of Commissioners are effectively carried out, while supporting departments in achieving efficient, transparent, and accountable public service delivery.
Essential Duties and Responsibilities
• Provides executive oversight of County departments through collaboration with department heads, ensuring alignment with County policies, fiscal objectives, and statutory requirements.
• Advises and supports department heads on administrative, budgetary, and personnel matters; ensures they have the resources, training, and support necessary to manage their operations effectively.
• Coordinates preparation of the Board of Commissioners’ meeting agendas and related materials; attends all regular meetings and ensures accurate documentation, records, and minutes are maintained.
• Works closely with the Finance Office to monitor and report on the County’s financial condition; facilitates the annual budget process in coordination with the Board of Commissioners, department heads, and the Budget Advisory Committee.
• Develops, recommends, and implements administrative policies and procedures as approved by the Board of Commissioners; ensures policies are reviewed periodically for compliance with laws, regulations, and best practices.
• Serves as chief negotiator for collective bargaining agreements and ensures compliance with labor contracts; assists in resolution of grievances in accordance with established procedures.
• Acts as liaison between the Board of Commissioners, elected officials, department heads, and external partners; promotes effective communication, collaboration, and intergovernmental relations.
• Represents the County in matters involving other governmental agencies, community organizations, and the general public.
• Provides executive-level administrative support and guidance to ensure consistent application of County policy and the delivery of quality public services.
• Performs additional administrative duties as assigned by the Board of Commissioners.

Knowledge, Skills, and Experience
• Bachelor’s degree in Public Administration, Political Science, Business Administration, or a related field; a Master of Public Administration (MPA) or Master of Business Administration (MBA) is highly desirable.
• Minimum of 5–7 years of progressively responsible experience in public sector or county government management.
• Comprehensive understanding of governmental budgeting, public policy, and administrative processes.
• Strong leadership, communication, and interpersonal skills.
• Ability to manage complex issues, build consensus, and exercise discretion in decision-making.
• Experience with collective bargaining and labor relations preferred.
Work Environment
The County Administrator works in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, and filing systems.
Physical Demands
The position requires the ability to sit or stand for extended periods, communicate effectively, and perform general office functions. Light to moderate lifting (up to 25 lbs) may be required.
