Assistant City Manager

General Statement of Job
The Assistant City Manager is supervised by the City Manager, responsible for operational coordination of City Departments, supervision of the Events Coordinator, and management of the Customer Service Division. This position will serve as part of the City Manager’s Office Executive Team and coordinate closely with the City Manager and Deputy City Manager.
All positions at the City of Manassas Park require a customer service mindset, in accordance with the Customer Service-related focus of the City.
Specific Duties and Responsibilities
Operational Management Support
• Provides day-to-day operational support to the City Manager with daily coordination between City Departments.
• Deconflicts personnel, resources, time, and space, for daily operations occurring at City Hall.
• Monitors, coordinates, vets, and affects internal and external communications.
• Responds to citizen inquiries, complaints, and service requests; answers questions and provides information; recommends corrective action and ensures proper follow-up; and coordinates responses via interaction with responsible Department.
• Interacts and communicates with Department Directors, staff, and partnering agencies to respond to their inquiries, request for support, and to implement City Manager initiatives.
• Represents the City on regional and local boards or committees.
• Coordinates with Code and Parking Enforcement for awareness and oversight of progress and compliance with code violations.
• Coordinates with Public Works for awareness and communication updates on major construction and/or transportation repairs/projects.
• Assists the City Manager and city Policy Officer with crafting responses to governing Body requests for information, requests for service, and Board meetings.
Special Projects
• Supports the City Manager’s Office and all Departments with crafting, monitoring, and updating City plans.
• Supports Departments with operational data tracking and analysis (i.e. performance management data – inputs, outputs, outcomes, efficiency ratios, etc.).
• Performs policy research and analysis for presentations on special projects.
• Coordinates full cycle planning processes for the city’s major events and/or projects as necessary.
• Through supervision and coordination with the Events Coordinator, supports economic development operations (business onboarding, ribbon cutting ceremonies, business relationship management, economic research) as assigned.
Other
• Assists with identification and sourcing solutions for training needs, including the development and delivery of training as necessary.
• Performs other duties as assigned or required.

Knowledge, Skills and Abilities Required
1. Knowledge of the goals, principles, practices, and procedures of Municipal Operations, Public Policy, and Management & Administration.
2. Strong analytical skills; ability to analyze programs, policies, and operational needs.
3. Ability to learn quickly.
4. Ability to work independently and to accomplish tasks and assignments.
5. Ability to effectively communicate ideas clearly, both verbally and in writing.
6. Ability to communicate verbally in a public-speaking environment.
7. Ability to establish and maintain effective working relationships with employees, other agencies/departments, and the general public.
8. Ability to use mathematical concepts: applications of fractions, percentages, ratios, statistics, and averages.
9. Ability to use a computer and have a strong command of MS Office applications (Word, Excel, and PowerPoint) and database software aptitude.
10. Ability to operate a motor vehicle, phone, fax, copy machine, and scanner.
Minimum Education and Training
• Bachelor’s Degree from an accredited college with major course work in Public Administration, Public Policy, Business Administration, Political Science, or related field with a minimum of ten (10) years of public sector experience, or related private sector experience such as management consulting,
or a master’s Degree from an accredited college with major course work in Public Administration, Public Policy, Business Administration, Political Science, or related field with a minimum of five (5) years of public sector experience, or related private sector experience such as management consulting.
• Military Service is a plus.
• Valid Driver’s License.

Authorized hiring range: $90,000.00 - $120,000.00
