Construction and Environmental Officer (Sunrise St. Pete)

Sunrise St. Pete is the City of St. Petersburg's initiative for its allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). The City of St. Petersburg will receive $159.8 million in CDBG-DR to support long-term recovery efforts from the storms Idalia (August 2023) and Helene (September 2024). The Community Development Block Grant Program (CDBG) is used by the United States Department of Housing and Urban Development (HUD) to provide grants to states, cities, and counties in a variety of forms. The CDBG-Disaster Recovery (DR) is a one-time appropriation made after natural disasters to assist communities by providing decent housing and a suitable living environment and expanding economic opportunities, primarily for low and moderate-income persons.

This is grant-funded, responsible professional and technical work of an advanced level ensuring citywide compliance with federal regulations under the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. The Construction and Environmental Officer will oversee environmental review processes and ensure compliance on construction activities across a wide variety of programs, including single-family housing, public infrastructure, and buyouts and acquisitions. This role is responsible for overseeing CDBG-DR construction-related activities, vendor performance, change orders, damage assessments, environmental reviews and clearances, invoicing, and inspections.

Responsibilities:
• Oversee all construction-related activities, including change orders, damage assessments, construction invoices, scoping, etc.
• Oversee and monitor vendor(s) hired in support of construction activities.
• Coordinate change orders and construction inspections.
• Ensure that every project has a completed and submitted environmental review.
• Coordinate inspections and review change orders to ensure continued eligibility, cost reasonableness, and compliance.
• Coordinate environmental review and clearance.
• Assist with program compliance with U.S. Department of Housing and Urban Development (HUD) and local environmental regulations and provide expertise in HUD regulations at 24 CFR Part 58.
• Conduct fieldwork and preparation of site-specific environmental documentation.
• Complete site inspections, as necessary.
• Provide environmental Subject Matter Expertise for HUD-funded programs, including but not limited to housing programs, buyouts and acquisitions, and infrastructure repair.
• Review environmental documentation prepared by contractors for compliance and accuracy.

Salary: $65,863 - $106,174

Minimum Qualifications. Applicants must:
• Possess a valid Bachelor’s degree in natural or physical Science, environmental management, construction management, urban planning, or a related field.
• Have at least two (2) years of professional experience in providing environmental review under federal and state regulations, for example, NEPA, Clean Water Act, RCRA, ESA, etc.
• Possess and maintain a valid Driver License.
• Be able to conduct fieldwork and site visits in support of environmental reviews, with experience in environmental subjects listed in HUD regulations at 24 CFR Part 58.
• Be able to communicate clearly and concisely, both orally and in writing.
• Have strong organizational skills and attention to detail, including the ability to prioritize and multi-task under strict deadlines.

Desirable Qualifications. Preferred applicants:
• Have knowledge of FEMA, ESG, HOME, or other federal housing and disaster recovery programs.
• Are familiar with federal audit protocols and HUD monitoring tools.
• Have experience with Oracle ERP or similar financial systems.
• Have experience developing and delivering training programs.
• Possess a Master’s degree in accounting, public administration, or a related field.
