The award-winning and vibrant university town of Chapel Hill (population 63,764) is conducting a national search for an experienced Town Attorney. This executive role provides legal counsel and representation to the Mayor, Town Council, Town Manager, and various departments, boards, and commissions on a wide range of legal matters. The Town Attorney reports directly to the Mayor and Town Council.
The Town Attorney’s Office provides legal counsel to the Town Council, Town Manager, departments, and advisory boards. Key responsibilities include:
• Preparing and reviewing legal documents;
• Representing the Town in state and federal courts and administrative proceedings;
• Attending Council and advisory board meetings;
• Communicating complex legal concepts in clear, accessible language; and
• Leading and mentoring legal staff, including an Assistant Town Attorney and administrative support, and collaborating with the Police Attorney.
The Town Attorney is one of two direct appointments by the Council, alongside the Town Manager. The role requires independent judgment, discretion, and professionalism in all interactions.
Desired Qualifications
• Juris Doctor from an ABA-accredited law school.
• Licensed to practice in North Carolina or eligible for comity licensure.
• 7–10 years of relevant legal experience.
• Broad knowledge of judicial procedures and rules of evidence.
• Successful trial and appellate litigation experience.
• Expertise in land use and civil law.
• Strong legal research, writing, and supervisory skills.
