Sunrise St. Pete Disaster Recovery Program Manager

This is a high-impact leadership role responsible for managing complex federal grant programs and disaster recovery initiatives that support housing, infrastructure, and public service resilience. The Sunrise St. Pete Disaster Recovery Program Manager will lead cross-functional teams, oversee vendor and contractor performance, and ensure compliance of Sunrise St. Pete, the City of St. Petersburg's initiative for its $159.8 million allocation of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). This position combines strategic planning, operational execution, and community engagement to drive recovery and long-term resilience. The ideal candidate is a dynamic, detail-oriented leader with a proven track record in federal grant administration, disaster recovery, and vendor oversight. You will work closely with internal departments, elected officials, and external stakeholders to secure funding, manage compliance, and deliver transformative community outcomes.
Responsibilities:
• Lead the planning, execution, and oversight of CDBG-DR programs.
• Supervise staff and contractors across grant-funded housing, infrastructure, and public service projects.
• Manage complex program budgets, procurement processes, and vendor contracts in accordance with federal, state, and local regulations.
• Develop and implement procedures to ensure compliance and avoid duplication of benefits.
• Coordinate grant development and proposal submissions across departments.
• Build and maintain relationships with federal, state, and local agencies, nonprofits, and community stakeholders.
• Monitor and report on program performance, financials, and compliance metrics.
• Represent the City at public meetings, civic events, and intergovernmental forums.
• Provide training and technical assistance to internal teams on grant systems and compliance.
• Support audits and resolve findings related to grant programs.
Salary: $85,551 - $134,997

Minimum Qualifications. Applicants must:
• Possess a valid Bachelor’s degree in public administration, business, emergency management, or a related field.
• Have at least five (5) years of progressive experience in federal grant management, disaster recovery, or community development.
• Have supervisory experience and the ability to manage cross-functional teams and vendors.
• Possess strong knowledge of federal procurement standards, OMB circulars, and grant portals (e.g., Grants.gov, FEMA ePortal, Oracle ERP).
• Be able to communicate effectively, both orally and in writing, including public presentations and technical reporting.
Desirable Qualifications. Preferred applicants:
• Are familiar with Oracle Project Contracts and Grants Accounting modules.
• Have experience with CDBG-DR or similar federal disaster recovery programs.
• Have experience managing multi-million-dollar grant portfolios.
• Have experience in community engagement and public outreach.
• Possess a Master’s degree in public administration, planning, or a related field.
