Civil Engineering Manager

This position is responsible for overseeing and managing the City’s stormwater infrastructure, public works construction projects, and related regulatory compliance. The role includes supervising and inspecting contractor work to ensure adherence to plans, specifications, and local, state, and federal requirements; developing and implementing sustainable stormwater management strategies, including green infrastructure and low-impact development; and administering ordinances related to stormwater, soil erosion, floodplain management, and post-development requirements. The position reviews and processes site and construction plans, rights-of-way permits, and floodplain development applications, while coordinating with developers, engineers, state and federal agencies, and the public. Additional responsibilities include managing construction contracts and consultants, directing drainage personnel, and facilitating compliance with federal and state programs such as the EPD Phase I MS4 Program and FEMA’s Community Rating System. The ideal candidate will have a bachelor’s degree in civil engineering or a related field, 3–5 years of experience in public works and infrastructure management, demonstrated expertise in stormwater engineering and sustainable solutions, an EIT certification, and proficiency in GIS, hydraulics, and hydrology. This role requires strong leadership, project management, and problem-solving skills, as well as availability for emergency response and community engagement outside regular business hours.
