Administrative Officer
The City of Norton is seeking a service-oriented and experienced leader to serve as its next Administrative Officer. Appointed by the Mayor, this role provides oversight and strategic coordination for several departments, with a strong operational emphasis on the Service Department. This role combines strategic leadership with operational support for Norton’s public safety and core service functions. Ideal candidates will have hands-on leadership experience in municipal operations, a cooperative attitude, and a commitment to supporting the community.
General Description: Appointed by and working under the direction of the Mayor, the Administrative Officer is responsible for strategically positioning, organizing, directing, supervising, and accepting accountability for the Police, Fire, and Service divisions.
The Administrative Officer:
• Acts as the executive official in charge of these departments.
• Implements all legislation adopted by City Council.
• Serves as the operational head of the city.
• Plans, directs, and coordinates city services in accordance with Mayoral policy.
• Develops department-level policies and procedures.
• Maintains fiscal integrity across all departments.
• Ensures the highest public service values are reflected in staff conduct.

Essential Functions and Responsibilities
• Serves as Director of Public Safety, Public Service, and Personnel.
• Appoints department heads and staff per applicable laws and ordinances.
• Oversees the operations of:
• Law enforcement
• Fire suppression
• Maintenance and construction of public works
• Building and zoning
• Public health
• Procurement of supplies and equipment
• Carries out responsibilities under the City Charter.
• Plans for future urban and non-urban development.
• Recommends zoning regulations for residential and commercial areas.
• Performs duties as assigned by law or ordinance.
• Completes tasks as directed by the mayor.
Qualifications and Conditions of Employment
• Bachelor’s or master’s degree in:
• Public Administration
• Urban Studies
• Business Administration
• Or a closely related field
• Minimum five (5) years of management or supervisory experience.
• Equivalent combinations of training and experience may be considered.
• Ability to perform essential duties satisfactorily.
